Researchers explored potential for engineered pathogens to become instruments of warfare.

In a recent report by the RAND Corporation, funded by the Office of the Secretary of Defense and the  National Defense Research Institute, researchers explored the potential for engineered pathogens to become instruments of warfare. Now that advanced and complex biotechnology has left the realm of science fiction, and become reality, analysts and experts are beginning to assume that nation-states and non-state groups will consider these technologies in their planning and strategic forecasts.

“Technological improvements, including messenger ribonucleic acid (mRNA) vaccines, the use of CRISPR (clustered regularly interspaced short palindromic repeats) gene sequences as a genetic engineering tool, and advances in BCI (brain-computer interfaces), may shift strategic calculations,” the report states. “The emergence of ever more countries with advanced biotechnology capabilities raises a new, more dynamic future for biotechnology at war.”

Historically, biological weapons were often dismissed by nation-states due to the high risk of collateral damage to their own forces. Pathogens have a nasty habit of moving around, and targeting enemies and allies alike. Moreover, nation-states have generally shied away from large-scale biological weapons, and focused their work on more precise targeting, such as assassinations. It should be noted that this isn’t a hard rule though. It is no secret that in the early-2000s, Al Qaeda was dabbling in the creation of large scale anthrax weapons, but due to Western intervention as well as the high resource cost, the terrorist group found it easier to simply rely on more traditional weaponry. 

However, the landscape is changing. Advances in biotechnology, particularly in the field of engineered pathogens, are presenting new strategic opportunities and challenges in warfare. As artificial intelligence continues to develop and CRISPR technology becomes simpler and more cost effective, the report states that the idea of creating an engineered pathogen that targets specific individuals with certain genetic markers is quickly leaving the realm of science fiction. 

It is also much easier to hide.

US officials have been targeted by heavily armed raids based on fake police reports

Police in the US capital announced on Monday that someone had falsely reported a shooting at Judge Tanya Chutkan’s home. She is the judge overseeing the federal trial of former US President Donald Trump on charges related to the 2020 election.

The Metropolitan Police Department received a call around 10 pm on Sunday and sent officers to Chutkan’s Washington, DC home, a spokesperson told reporters. They quickly established that the shooting had never happened.

The incident comes less than a week after anonymous bomb threats were made against officials and government buildings in eight US states – Alaska, Connecticut, Georgia, Hawaii, Kentucky, Michigan, Minnesota and Mississippi – all of which turned out to be unfounded.

Attorney General Merrick Garland on Friday called the threats “deeply disturbing,” unacceptable and threatening “the fabric of our democracy,” according to AP.

Chutkan was appointed to the bench in 2014 by President Barack Obama. She is overseeing special counsel Jack Smith’s prosecution of Trump on federal charges of conspiring to overturn the 2020 election. Trump has denounced the case as a politically motivated attempt to block him from the 2024 ballot.

The judge is just the latest prominent US official to be targeted by fraudulent police reports, known as “swatting” after the SWAT (Special Weapons And Tactics) teams, a heavily armed police unit used for high-risk situations. In a number of instances over the years, their practice of shooting first and asking questions later has resulted in deaths of innocents.

One such false police report sent officers to the Long Island home of billionaire currency speculator George Soros on New Year’s eve. A week prior, on Christmas, two Republican members of Congress – one in New York, another in Georgia – were “swatted” as well.

Marjorie Taylor Greene of Georgia has fumed about what she said was the FBI’s inadequate response to the harassment. 

“The FBI can do so many things, has even abused FISA to spy on hundreds of thousands of Americans, but cannot figure out who wants me killed by a hail of bullets fired by a SWAT team responding to murder-suicide calls supposedly coming from me,” she told reporters at the end of December. “Thankfully, my local police are far too smart, know me well, and know exactly what these swatting calls are.”

Comes as Alaska Airlines Boeing 737 MAX 9 jet lost fuselage panel, triggering sudden decompression event near Portland Friday.

Update (1722ET):

Sources tell the aviation blog The Air Current that “loose bolts and other parts on 737 Max 9 plug doors” have been found after inspections following the Alaska Airlines mid-air mishap when a door ripped off the plane over Portland on Friday. 

“The discrepant bolts and other parts on the plug doors have been found on at least five aircraft,” the source said. 

The Air Current noted, “The findings aboard the five United aircraft will likely significantly widen the fall-out from the grounding, intensifying the focus on Boeing and Spirit AeroSystems. The pair together is responsible for the assembly, installation and quality checks of the aircraft structure.”

A United spokesperson confirmed the findings:

“Since we began preliminary inspections on Saturday, we have found instances that appear to relate to installation issues in the door plug – for example, bolts that needed additional tightening.

“These findings will be remedied by our Tech Ops team to safely return the aircraft to service.”

There are 215 737 Max 9s in service across 11 major airlines.

“Not sure that can be attributable to just one line. Might have to ground all Boeing aircraft delivered in a given window of time?” one X user said.

National Transportation Safety Board (NTSB) chair Jennifer Homendy said cockpit recording data on the Alaska Airlines Boeing 737 MAX 9 jet, which lost a fuselage panel that triggered a sudden decompression event near Portland on Friday, won’t be retrieved because the data was erased. 

On Sunday, Homendy told reporters that after Alaska Airlines Flight 1282 made an emergency landing at Portland International Airport – the ground crew did not pull the circuit breaker on the cockpit voice recorder, or black box, to preserve the audio, which only holds two hours or data, as required by federal law. 

“There was a lot going on, on the flight deck and on the plane. It’s a very chaotic event. The circuit breaker for the CVR (cockpit voice recorder) was not pulled. The maintenance team went out to get it, but it was right at about the two-hour mark,” Homendy said.

She continued: “The cockpit voice recorder was completely overwritten. There was nothing on the cockpit voice recorder.” 

Reuters noted US cockpit recorders only need to log two hours of data versus 25 hours in Europe for aircraft made after 2021. 

The NTSB head said the audio could have shed more light on the moments leading up to the aircraft’s door ripping off the fuselage at 16,000 feet. 

Homendy called on the “FAA to change the rulemaking” on cockpit recorders, extending the recording time from 2 to 25 hours for all aircraft.

“If that communication is not recorded, that is unfortunately a loss for us and a loss for the FAA and a loss for safety because that information is key not just for our investigation but for improving aviation safety,” she said.

During the decompression event, a new-generation Apple iPhone was sucked out of the plane and landed near a road in Portland. An X user named “Seanathan Bates” discovered the device, which did not appear to be damaged. 

In a separate report, Bloomberg Intelligence’s George Ferguson and Melissa Balzano believe the in-flight mishap “probably stems from a manufacturing oversight, a sign of deficiency at Spirit AeroSystems, Boeing’s key supplier.” 

Don’t forget the Max program is a flying disaster.

All passport holders are now a suspect pool.

It has come to light that UK police forces have been using facial recognition technology to conduct extensive searches within the nation’s passport database, which comprises 46 million British passport holders. This clandestine operation, ongoing since at least 2019, The Telegraph and Liberty Investigates have found.

Passport photos are collected for a specific purpose – to verify the identity of individuals for international travel. When these photos are repurposed for a facial recognition database by law enforcement, it constitutes a significant invasion of privacy. People do not expect their passport photos to be used for surveillance or policing purposes, which can lead to a feeling of constant monitoring and a loss of anonymity in public spaces. Misuse can lead to a chilling effect on free speech and assembly, as individuals might fear being unjustly targeted due to their presence in these databases.

When individuals provide their photos for passports, they do not explicitly consent to their use in law enforcement databases, neither have they typically been arrested for a crime – which is often used as grounds for collecting biometric data from a suspect. Law enforcement’s use of passport databases for facial recognition scanning turns all passport holders into a potential suspect pool, raising major civil liberties concerns.

This lack of consent is a fundamental issue, as it bypasses the individuals’ rights to control how their personal data is used. The use of these photos without explicit permission for law enforcement purposes can be seen as a violation of personal autonomy and rights.

Concerns have been raised over privacy and data protection following this disclosure. The Information Commissioner’s Office (ICO), through its spokesman, has voiced intentions to address these concerns with the Home Office, emphasizing the need to align facial recognition technology’s usage with data protection principles.

The Home Office’s Freedom of Information (FOI) Request data reveals that, in the first nine months of 2023 alone, over 300 facial recognition searches were conducted on the UK passport database.

This practice has raised alarms among several MPs and privacy watchdogs. John Edwards, the information commissioner, through his spokesman, has indicated the ICO’s engagement with the Home Office on this matter, highlighting the “importance of transparency” and the potential implications for data protection.
