Biden Considers Sending US Army’s Money to Ukraine – Bloomberg

The US leader is reportedly looking for alternatives after his foreign aid bill stalled in Congress

The US government is considering tapping into the US Army budget in order to provide Ukraine with much-needed additional military aid, Bloomberg reported on Wednesday, citing people familiar with the matter.

One of the sources told the news agency that a final decision has not been made yet. The sum reportedly sought by the White House in the Pentagon reserves – around $200 million – is a small fraction of the $61 billion worth of Ukraine aid President Biden has been requesting from Congress.

The president will once again urge legislators to approve new assistance for Kiev during his State of the Union address on Thursday, Bloomberg said. The Senate backed the aid package last month, but it is now stalled in the House due to bitter political in-fighting.

House Republicans have so far refused to back Biden’s bill, hoping to pressure the president into enacting tougher measures to deal with the influx of illegal migrants crossing the border with Mexico.

The hold-up in Congress is occurring at a crucial time for Ukraine, whose troops were forced to retreat from several key positions in the Donbass in recent weeks. President Vladimir Zelensky and other officials in Kiev have cited the shortages in ammunition and other equipment as reasons behind the losses on the battlefield.

Ukraine’s key southern port city of Odesa has been coming under increased Russian drone and rocket attack of late, resulting in fears that Moscow could possibly be eyeing its takeover next. 

It is perhaps for this reason that President Volodymyr Zelensky made a visit Wednesday to the Black Sea hub. In a bit of risky move, the Ukrainian leader also brought along Greek Prime Minister Kyriakos Mitsotakis for the official visit. Russia reportedly sent missiles or drones against the city at the very moment of their visit.

Zelensky and Mitsotakis said explosions rang out while they toured Odesa. “We heard the sound of sirens and explosions that took place near us. We did not have time to get to a shelter,” Mitsotakis told reporters. There are emerging reports and allegations that this was a targeted assassination attempt.

Ukrainian Presidential Press Service/Reuters/CNN: “Zelensky said the missile struck close to where he had been meeting with Mitsotakis, 3rd from right.”

It is a very intense experience… It’s really different to read about the war in newspapers, and to hear it with your own ears, see it with your own eyes,” Mitsotakis said of the strikes that reportedly hit close.

Zelensky in turn said before a press conference that he’s heard initial reports of “dead and wounded” from Wednesday’s fresh Russian strike on Odesa. “You can see who we are facing. They don’t care where they strike,” he told reporters.

Some online pundits are going so far as to call it an ‘assassination attempt’ targeting Zelensky, given some reports say at least one of the strikes hit very near where the pair were visiting. According to Politico

An explosion rocked the Ukrainian port city of Odesa on Wednesday during a top-secret visit there by Ukrainian President Volodymyr Zelenskyy and Greek Prime Minister Kyriakos Mitsotakis.

The blast, caused by a ballistic missile, took place a few hundred meters away from the leaders’ motorcade, a Greek official who was not authorized to speak publicly confirmed to POLITICO.

Greek State Minister Stavros Papastavrou, a top aide to Mitsotakis, confirmed to domestic media that there are no injuries among the Greek delegation following the explosion.

And The Washington Post has bluntly stated, “A Russian missile strike appeared to target Ukrainian President Volodymyr Zelensky on Wednesday, landing near his motorcade in the Black Sea port city of Odessa, where the president was meeting with Greek Prime Minister Kyriakos Mitsotakis.”

While it could be that Zelensky is playing up the incident for greater drama and sympathy, PM Mitsotakis appeared to confirm that the explosion was close. “Shortly afterwards, as we were getting into our cars, we heard a big explosion,” he said. Greek officials told the Protothema news outlet that a missile landed and exploded merely about 500 feet away.

Though perhaps a premature conclusion, this is what some pundits are saying in the wake of the new Odesa attack…

As for Zelensky, there’s as yet no official indication from his office that he was targeted by Russia in an assassination attempt, but he has condemned the strikes, especially given it happened at a moment the two heads of state were physically there. Zelensky was not harmed, nor were any staff members in either delegation.

Zelensky in the aftermath said of Russian forces, “They have either completely lost their minds or just don’t control what their army is doing. This is why we need protection. Air defense systems are the best way.” Kiev has been urging the West to immediately send more anti-air systems after a series of deadly attacks on Odesa. On Saturday a wave of Russian drone and artillery strikes reportedly killed at least 11 people in Odesa, some of them women and children.

Europe Is Alarmed Enough To Begin Wargaming A Food Crisis

Multiple crisis created by the power structure have put the food industry into dire straits.

Governments of the European Union are engaged in wargames which simulate and foresee a global food crisis. A mix of major factors including the Russia-Ukraine war and impact on grain supplies there, as well as weather events like El Niño and La Niña and their impact on Latin American soy output, and the anti-EU farmers’ protests which have disrupted supermarket supply chains, have been cause for alarm, European officials say. Of course there’s also the example of how drastically a pandemic can interfere with supply chains. Panic buying was a trend and constant fear within the early months of the coronavirus crisis.

Bloomberg details of a conference held in Brussels last month that envisioned a 2024 to 2025 food shortage in Europe: “…over two days in central Brussels last month, some 60 European Union and government officials, food security experts, industry representatives and a few journalists gathered to confront the possibility of something barely on the radar a few years ago: a full-blown food crisis.”

Piotr Magnuszewski, a systems modeler and game designer who helped put the conference gaming scenario together told participants to “Expect a level of chaos” and cautioned, “You may be confused at times and not have enough information.”

As the report underscores, what’s remarkable about this is the fact that a continent which stands out as among the best-fed regions in the world is now busy stress testing its food system.

Below are some of the scenarios put before participants in the wargaming event last month:

Harvest failures:

“And so, it’s 2025 and there are more harvest failures. They impact animal feed prices, which curbs livestock and fish production. Some ships carrying crops turn away from Europe to cater to higher bidders elsewhere.”

Palm oil exports cut:

“Asia’s palm oil export limits are now reducing supplies of daily staples from margarine to bread. Allegations of corporate greed, disinformation and conspiracy theories are spreading.”

Fertilizer crisis:

“The cost of fertilizers and energy needed to grow crops and keep glasshouses running soared in the wake of Russia’s invasion of Ukraine.”

Unrest in the street as shortages hit locally:

“Things unravel further later in 2025. Thieves are looting supermarkets. Police struggle to contain riots spreading in cities. People in Germany can’t find fish and meat at grocery stores. Livestock farmers are going bankrupt.”

Popular anger targets elites & corporations

“Meanwhile, the public’s focus shifts to profiteering by commodity traders. Small farms fall like dominos, while attacks on immigrants begin to become more widespread. Is the EU a sinking ship, someone asks in the video?”

As for “solutions” – interestingly conference participants were told (or rather took it as an assumption) that populations would have to be weaned off meat. Let them eat bugs?  

“Day two started with a mindfulness session before focusing on policy proposals and any conclusions,” the Bloomberg journalist in attendance wrote. “There was little objection to the idea that diets need to shift toward healthier options and away from meat. Questions loomed over how best to manage food reserves and monitor the level of stockpiles.”
