Republicans warn language change portrays lack of empathy for victims.

State legislators in Illinois have approved a bill that will relabel convicted criminals from “offenders” to “justice-impacted individuals.”

The specific proposed law is House Bill 4409, approved by the Democrat-controlled Illinois General Assembly, would amend the Illinois Crime Reduction Act of 2009 to change “references from ‘offenders’ to ‘justice-impacted individuals.’” (Related: Cartel-linked illegal remains free after shooting a transgender migrant in Chicago.)

The term change will only affect individuals in the Adult Redeploy Illinois (ARI) program, an initiative that aims to lower the occurrence of recidivism in the state by connecting offenders to rehabilitation programs.

“The Crime Reduction Act is based on the premise that crime can be reduced and the costs of the criminal justice system can be controlled by understanding and addressing the reasons why people commit crimes,” said the state of the ARI, which was created to provide financial incentives to local communities to find alternatives to incarceration for certain offenders by providing grants to counties to reduce the number of first-time offenders they send to prison. “It also acknowledges that local jurisdictions know best what resources are necessary to reduce crime in their communities.”

“This is good public safety policy. I know we’re getting hung up on a term, but I don’t want to lose sight that we are adding the [Illinois Department of Corrections] to this bill,” argued state Sen. Robert Peters (D-Chicago). “We’re trying to make sure that everybody has involvement in this program.”

State Democrats claim the term change is important to allow Illinoisans with criminal records who are in rehabilitation programs through the ARI not to be too intimately connected to their past mistakes.

This is what State Rep. Kelly Cassidy (D-Chicago) argued in April when the bill was still being debated in the Illinois State House of Representatives.

“So, carrying a label of offender for life does not seem appropriate for a system in which we intend to return people to full participation in society,” said Cassidy, who believes people should not be defined by their worst day.

The bill was passed by the Illinois State House of Representatives back in April by a partisan vote, with 68 in favor and 40 against. On Tuesday, May 21, the Illinois Senate passed the bill by another largely partisan vote with 34 in favor and 20 against.

The bill now goes to Democrat Gov. J.B. Pritzker’s desk. His office has not made it clear whether Pritzker would support the bill by signing it or send it back to the General Assembly with a veto.

Republicans warn language change portrays lack of empathy for victims

Before the Illinois Senate voted to pass the bill, Republicans argued that the effort to change the language in the criminal code portrayed a lack of empathy for the victims of violent crimes and proved that state Democrats were not concerned for public safety.

“Change this, change that, the only thing you don’t want to change is the behavior of criminals,” said state Sen. Steve McClure (R-Springfield). “And guess who is paying for that right now? Victims all across the state. I urge a no vote.”

State Sen. Terri Bryant (R-Murphysboro) argued that making this term change could hurt Illinois taxpayers.

“Over and over again, we keep changing the name of how we are referring to those who have entered criminal activity, and each time we make that change, each agency has to make that change on every one of their documents,” argued Bryant. “Right now, in the Department of Corrections, there are multiple changes that have been made, and it’s costing thousands of dollars just to do a name change.”

Violence increasing along Poland-Belarus frontier as migrants fight to penetrate deeper into Europe, authorities warn

A Polish soldier and multiple border guards were injured in attacks by violent migrants amid chaos along the border with Belarus, according to reports.

The Polish Border Guard released information about a string of incidents that unfolded during the overnight hours between Monday and Tuesday on the Belarusian frontier.

Migrants most likely hailing from outside Europe stabbed or slashed at least three officials, all of whom were hospitalized.

At approximately 4:30 a.m., a group of around 50 migrants tried to break into Poland, throwing sticks, tree branches, and stones at patrols.

A Polish Army soldier was stabbed in the ribs by a migrant who managed to jab a knife through a gap in the steel border fence.

Surveillance footage shows a border officer administering first aid to the soldier as migrants continue to lob projectiles at them.

In the hours prior, two border guards were injured during skirmishes with migrants.

Near Bialowieza, a guard suffered facial injuries when he was slashed with a broken bottle.

And near Dubicze Cerkiewne, a guard was stabbed in the arm by a migrant using an improvised weapon comprised of a knife taped to a tree branch.

X account WarNewsPL shared footage of a clash between migrants and Polish authorities shot from the Belarus side of the fence to demonstrate how aggressive the invasive combatants can be.

“Almost every day, Border Guard officers face aggression from migrants trying to push across the Polish-Belarusian border. Attacks by foreigners on services protecting the Polish-Belarusian border have increased in recent months, and four border guards have been injured,” the Polish Border Guard announced in a press release following Tuesday’s attacks.

“Migrants throw stones, branches, bottles, carry dangerous tools ending in knives, shoot from slingshots. Also damaged are official vehicles, in which, among other things, windows are broken and bodywork is destroyed.”

Some supporters of Kiev are urging arms donors to lift restrictions on where the munitions can be fired.

Ukraine has used Western weapons against targets inside what it recognizes as Russian territory on multiple occasions, Agence France Presse (AFP) has claimed.

Some senior Western officials have urged nations that donate longer-range munitions to Ukraine not to ban their use deep inside Russia, while others have publicly objected to the idea. A restriction against such strikes has notably been imposed by the US, the main supplier of arms to Kiev. Washington has said the ban is meant to prevent an escalation of the conflict, and has made no indication that it will be lifted.

On Tuesday, the news agency cited several experts, who believe that donors should not be concerned, because several other Russian red lines have supposedly been crossed without consequence.

”Western weapons have already been used on several occasions against Russia’s territory, most recently against the southern town of Krasnodar, several Western sources said,” the report claimed.

AFP offered no details on those incidents or the weapons involved. British Foreign Secretary David Cameron has publicly stated that Ukraine “has the right” to hit targets in Russia with UK-made arms.

Last week, a Ukrainian intelligence source claimed that the country had targeted an early warning radar station based in Russia’s Krasnodar Region on May 22, and later another site in Orenburg Region.

Both locations have roles in nuclear deterrence. Their primary task is to detect an incoming missile and give the military enough time to launch a retaliation before nuclear weapons hit Russian territory.

The claim was given some credence by Dmitry Rogozin, a former senior Russian military official and now a lawmaker. He said it could be false, but if true, it means that Washington “has hired a reckless bandit, who is trying to damage… a key element of our system of strategic nuclear forces combat control.”

According to public statements by the Russian leadership, the country does retaliate when its red lines are crossed in the Ukraine conflict. After Kiev damaged the Crimean Bridge with a truck loaded with explosives in 2022, Moscow added Ukraine’s power grid to its list of military targets.

This year’s campaign of Ukrainian kamikaze drone raids on Russian oil facilities resulted in retaliatory missile strikes against Ukrainian thermal power stations. As of this week, all of them were either destroyed or damaged, according to Yury Boyko, a senior Ukrainian energy official.

Family with young children ambushed at home in broad daylight

An armed suspect fired shots at a family with young children during a carjacking caught on camera in Mississippi over the weekend, according to reports.

The shocking ambush unfolded in broad daylight on Friday in West Jackson.

Family members were saying goodbyes after a visit when two black males stormed up the driveway and began discharging a firearm in their direction.

Footage captured by a Ring doorbell has been circulating on social media.

A man and woman can be seen ducking for cover behind a Mazda sedan, inside of which were two adults and two kids.

“They kept hollering, ‘Give me the keys, give me the keys.’ My daughter was like, ‘My babies, my babies are in the car,’” Heather Allen told WAPT.

“He jumps in the driver’s seat. I’m standing on the outside looking in, and he points a gun at my oldest boy’s face.”

Incredibly, all of the adults managed to escape unscathed while pulling the children from the vehicle.

The suspects reportedly could not figure out how to operate the Mazda, so they stole another car belonging to Allen.

Jackson police located the car just blocks away a short time later and two persons of interest were identified but not yet apprehended as of Tuesday afternoon.

The victims say they are traumatized, and despite only living in Jackson for three months, are already preparing to move.

“I’m not sleeping. My oldest son, his anxiety is through the roof — he’s even scared. My daughter, she has shock, but they’re safe,” Allen said.

An investigation is ongoing.
