Industrial Policy Is Back—and It’s a Gigantic Mistake

The return of industrial policy means a renaissance of the symbiosis between the state and capital owners. Both economic theory and historical experience show that this is a mistake.

Since the financial crisis, policymakers in Western economies have turned increasingly toward large-scale industrial policies. So-called mission-oriented policies are launched as a response to many perceived problems, notably climate change and the recent urge among Western countries to reduce their dependence on China.

This renaissance of state capitalism implemented in many Western countries today, which are expressed in large-scale government programs, need to be scrutinized in a broader macroeconomic and ideological context. We do so in our new book Moonshots and the New Industrial Policy: Questioning the Mission Economy, published by Springer and available for free download. In total, twenty-three researchers from different parts of the world contribute with theoretical approaches and in-depth descriptions of industrial policy dilemmas.

Our common conclusion is that the resurrection of large-scale industrial policy is a major historical mistake.

During the 1990s, a broad consensus developed that the role of policy was to design well-balanced, generally effective framework conditions for business. These conditions should, as far as possible, create conditions that were independent of company size, age, sector, financing structure, form of ownership, and ownership category. The creation of the European Union internal market and the opening up of previously monopolized sectors to competition increased the pressure for change and stimulated economic development.

These economic policies were to a large extent a reaction to the disastrous industrial policies of the 1970s. Entire industries had been kept alive by extensive direct and indirect subsidies for decades. Necessary reforms had been postponed via devaluations of currencies, tariffs, and subsidies. The lesson was learned: top-down industrial policy prevents structural change, benefits special interests, and fosters stagnation.

Three decades later, these lessons seem forgotten. The 2008–9 financial crisis, the protracted euro crisis of 2009–12, and the pandemic brought back active, interventionist industrial policy back to the fore.

This renaissance is skillfully promoted under slogans such as “mission-oriented innovation policy” and “the entrepreneurial state,” touted by celebrity economists such as Italian-British Mariana Mazzucato and Harvard professor Dani Rodrik. They are regularly invited to Davos and similar events to give legitimacy to the large-scale initiatives of those in power.

These academics argue that in the same way that the moon landing program boosted United States economic development, similar “moonshots” should be initiated in other areas, mobilizing private and public actors toward common goals such as eradicating homelessness or curing cancer.

In our book, researchers identify several reasons why this ostensibly appealing policy is in fact problematic. The list of grandiose moonshot projects that have failed is long. A few examples: the US war on homelessness and the home ownership program (which was a factor in the financial crisis), Brazil’s attempt to rebuild its shipbuilding industry, the Swedish “million program” to boost housing supply, the attempt by the US to use aid to build up developing countries, and Richard Nixon’s “war on cancer.”

We identify seven reasons why these missions generally do not work well in practice:

  1. Missions cannot solve “wicked” (i.e., highly complex) problems.
  2. Politicians and government agencies are not exempt from self-interest.
  3. Decision-makers lack sufficient information to design missions appropriately.
  4. Missions are subject to rent seeking and mission capture.
  5. Missions distort competition.
  6. Government support distorts incentives and creates moral hazard.
  7. Opportunity costs are ignored.

These seven factors permeate the industrial policy failures analyzed in our book. They are also applicable to the megainvestments and so-called green deals now rolled out around the world, which are often unprecedented in industrial history.

A market economy is based on a decentralized process with room for experimentation, evaluation, and selection. Companies and individuals interact spontaneously and test the economic viability of different solutions. The main task of policy should be to create the rules of the game that give relevant actors proper incentive to find cost-efficient and appropriate solutions to society’s major challenges.

The return of industrial policy means a renaissance of the symbiosis between the state and capital owners. Both economic theory and historical experience show that this is a mistake. The sooner we recognize this and make a U-turn, the less costly and painful the recovery will be.

Next, the fictitious Dahlia Rose Hibiscus plays Harris’ Holistic Thought Advisor, who makes similar nonsensical statements.

“I lead the vice president on not so much sentences as idea voyages… It’s a process I call speaking without thinking. It’s not about the destination of the thought, it’s about the journey and how many words you use to describe the journey” says Hibiscus.

Near the end of the skit, Hibiscus outlines an actual Harris remark by jumbling words together to create the sentence, “We have the ability to see what can be unburdened by what has been and then to make the possible actually happen.”

While the video is funny, it’s also sad that America is currently being led by a senile Joe Biden and the queen of word salad, Kamala Harris.

‘Unified Reich’ Hoax One Of The Most Blatantly Dishonest Attacks On Trump Yet

Even the White House leapt headlong into the propaganda blitz.

With a brand new set of polls showing Donald Trump leading in six of seven swing states, establishment media has stooped to new levels of transparent dishonesty in a desperate effort to derail his campaign.

The latest example? An all-out hoax that had major outlets telling Americans that Trump shared a video promising that his reelection would lead to the “creation of a unified Reich,” in what was supposedly a shocking revelation of his intention to Make Nazism Great Again. 

Here’s a sampling of the hysterical headlines: 

TV’s talking heads gravely shared the news. ABC’s George Stephanopoulos said Trump posted a video that “used language from Nazi Germany, the latest in a series of antisemitic and authoritarian statements from Trump and his campaign.” Social media erupted in the latest round of bogus outrage, including this pearl-clutching tweet from archetypal deep-stater and Constitution-betraying mass surveillance architect Michael Hayden:

The White House leapt headlong into the propaganda blitz. “It is abhorrent, sickening, and disgraceful for anyone to promote content associated with Germany’s Nazi government under Adolf Hitler,” said Deputy White House Press Secretary Andrew Bates. Piling dishonesty on dishonesty, here’s Joe Biden recoiling in phony disbelief as he pretends to be seeing Trump’s alleged abomination for the first time:

So what actually happened? On Monday afternoon, Trump’s Truth Social account reposted a video that had been created and posted by someone outside the campaign. The video used imagery of newspaper headlines to imagine a Trump victory in November and the beneficial consequences that would accompany it. 

The video was not created from scratch, but rather from a stock video template that anyone can buy online. Sold by Envato Elements, it’s called “Newspaper Vintage History Headlines Promo.” With its old-newspaper feel, whatever headlines are added to it are given a certain historical gravitas. Aside from the Trump-specific banner headlines, the video creator simply left intact all the minor, historical headlines that come with the template and serve as little more than background filler.

For all the freaking out about Trump using the video to implicitly endorse the Third Reich, the vintage headline in question isn’t even about that reich. It reads, “German Industrial Strength After 1871 Driven By The Creation Of A Unified Reich.” 

“It’s difficult to convey just how fake the establishment American media really is,” said Newsmax’s Rob Schmitt, in this segment that lays bare the utter dishonesty behind the latest baseless outrage:

Predictably, the so-called “fact checkers” at Snopes framed the video controversy in such a way that they could stamp “TRUE” on it, addressing merely whether Trump shared a video that contained the words “creation of a unified reich.” Like many of the harpies on social media who’ve been called out for their deceptive descriptions of the video, Snopes blames the video creator for “fail[ing] to remove” the unified Reich headline — as if that video creator had used Triumph Of The Will as their starting template.   

Meanwhile, with an article explaining why the video “isn’t what people are making it out to be,” The Atlantic‘s David Graham pleasantly surprised us — only to then exasperate us by reinforcing one of the most persistent anti-Trump hoaxes of all. After explaining the benign nature of the video template, Graham proceeded to administer a Trump-mythology booster to The Atlantic’s lefty readership, writing that “[Trump] called neo-Nazi marchers in Charlottesville, Virginia, in 2017 ‘very fine people.”  

‘Unified Reich’ Hoax One Of The Most Blatantly Dishonest Attacks On Trump YetSee that blurry little headline on the left? That reference to German industry in 1871 is what this whole thing is about. 

Let’s go to the transcript…again. In a feisty exchange with reporters, Trump — referring to politically diverse protesters and counter-protesters who showed up in Charlottesville — said:

“You had some very bad people in that group, but you also had people that were very fine people, on both sides…You had people in that group that were there to protest the taking down of, to them, a very, very important statue and the renaming of a park from Robert E. Lee to another name.”

After questioning whether statues of historical figures should be removed solely because the person in question had some involvement with slavery, Trump said

“You’re changing history. You’re changing culture. And you had people — and I’m not talking about the neo-Nazis and the white nationalists — because they should be condemned totally. But you had many people in that group other than neo-Nazis and white nationalists. Okay? And the press has treated them absolutely unfairly.”

Just as the “very fine people” hoax persists at The Atlantic and nearly everywhere else, we’re guessing the “unified reich video” hoax will have staying power too. In any event, it looks like it’s time for Scott Adams to issue another update to his hoax quiz…

Former President Donald Trump will go into the lion’s den and hold a rally for the first time ever in the deep blue stronghold of the Bronx borough in New York City, where residents are fed up with Joe Biden’s policies.

Trump is apparently the first Republican candidate to hold a rally in Bronx since Ronald Reagan.

Trump left Texas on Wednesday night after a successful rally in Houston and declared he was “Heading for New York for the Big Rally in the South Bronx,” adding, “It’s been 50 years since such a thing as this has taken place. We are going to Make New York Great Again!!!”

Meanwhile, Squad leader Rep. Alexandria Ocasio-Cortez (D-NY), whose district encompasses Queens and the Bronx, is upset with Trump’s visit, claiming he’ll have “nowhere to go” in the largely Democrat region.
