Japan Accepted a Record High of 303 ‘Asylum Seekers’ in 2023 but Rejected 98% of Applicants
Japan granted asylum to 303 individuals in 2023 – a record high – but still small compared to the 98 percent whose applications were rejected.
The Japanese Ministry of Justice (MoJ) revealed this number in March, surpassing the 202 individuals granted asylum in 2022. Despite this increase, the approval rate for asylum seekers remained low at just 2.2 percent.
All in all, the total number of asylum seekers who lodged their applications in the Land of the Rising Sun reached 13,823 in 2023. According to Kyodo News, this is the second-highest number after the 19,629 people who sought asylum in 2017.
The increase comes amid changes to the stringent Japanese immigration laws, which created a quasi-refugee status for foreign nationals fleeing active conflict zones. Kyodo News also provided a breakdown of the 303 refugees whose asylum applications were approved.
Japan has seen a significant increase in refugee applications from countries such as Afghanistan, Myanmar and Ethiopia – representing more than a threefold increase from 2022 figures. A majority of the accepted refugees, 237 individuals, hailed from Afghanistan. Many of the refugees from Afghanistan were employees of the Japan International Cooperation Agency who fled the country after the fall of Kabul, officials said.
The Japanese Immigration Services Agency (ISA) meanwhile said 27 refugees from Myanmar were granted asylum. There were also six nationals from Ethiopia whose applications for asylum were accepted, the agency added.
Of the 13,823 applications for refugee status recorded by Japanese authorities, the highest number of applicants came from Sri Lanka at 3,778. Applications from Turkey and Pakistan ranked second and third highest.
“As border controls imposed due to COVID-19 have ended, the number of applicants for refugee status is increasing with the recovery of inbound travel to Japan,” the ISA said.
Ukrainian refugees also permitted to live in Japan
In addition to those granted full refugee status, the MoJ reported that 1,005 individuals were also allowed to stay in Japan on humanitarian grounds. The ISA, which is under the purview of the Justice Ministry, took the circumstances in their home countries as a basis for their continued stay despite not being recognized as refugees. These 1,005 came from nations such as Myanmar and Ukraine, with the latter comprising most of that number.
The changes to Japan’s refugee program under the revised Immigration Control and Refugee Recognition Law, which passed the National Diet in 2023, have also allowed for a new category of subsidiary protection. This program introduced on Dec. 1, 2023 seeks to provide asylum to persons escaping ongoing conflicts. According to Kyodo News, subsidiary protection gives successful applicants long-term resident visas in principle.
Since its introduction, 1,110 applications have been filed – with 1,101 of them from Ukrainian nationals escaping the war in their home nation. Of the total number, 647 applications for subsidiary protection were approved – 644 from Ukraine and three others from Sudan.

“We will strive to provide prompt and stable protection while also making use of the complementary protection program,” said Japanese Justice Minister Ryuji Koizumi during a press conference.
Kyodo News mentioned that Japan has faced criticism for its strict immigration rules and for taking in far fewer refugees compared to countries in Europe and North America. But the Land of the Rising Sun’s stance appears to be a prudent one, as it isn’t burdened by a migrant crisis unlike the United States.
The National Pulse said, citing the U.S. Department of State, that 125,000 refugees are officially admitted into the U.S. annually – a number set by the Biden administration. It added that when the number of asylum seekers granted temporary residence pending an immigration court appearance is included, that number is much higher – likely in the millions per year.

Over Half of German Prisoners are Migrants, Equaling 24,259 Inmates
Of the 44,232 prisoners in Germany, 24,259 are foreigners, according to data obtained from the German Federal Ministry of Justice.
That equals more than 50 percent, while the proportion of foreigners in the population is currently at 15 percent. The data, which shows the prisoner count as of March 31, 2023, was obtained after a written request from Alternative for Germany (AfD) MP Leif Erik-Holm. The Federal Statistical Office listed 44,232 prisoners on the same date in all of Germany.
German newspaper Junge Freiheit, which first reported on the data, notes that the Federal Statistical Office and the Ministry of Justice have wildly different figures for the number of foreigners in German prisons. The Federal Statistical Office lists only 15,559 foreign prisoners, while the justice ministry lists 24,259. The paper notes that it is unclear why there is such a vast difference between the two figures.

One possible explanation is that those people with dual nationality, for example, if they have both a Turkish and German passport, are listed simply as “German” in the crime statistics. However, the justice ministry may have released their data taking this difference into account and listed these prisoners as “foreigners” instead, which would account for the greater total of foreign prison offenders.
However, the prisoner data greatly aligns with the crime statistics. In 2023, interior ministry data shows that 6 in 10 violent crimes were committed by foreigners in Germany. Violent crimes also reached record levels in 2023 in many categories, such as assault, and the share of foreign offenders reached a record high as well for all crimes, equaling 41 percent.

AfD MP Holm criticized the ruling left-liberal coalition in Germany, saying the data reveals their failed migration policy.
“Instead of providing full care for criminal foreigners at taxpayers’ expense, the deportation offensive announced by Scholz must finally be put into practice,” he said.
In addition, Germany “finally needs a rigid migration policy.” He said that mass immigration has not solved Germany’s problems but instead created dozens of new ones. “Nobody has anything against real skilled workers from abroad, but uncontrolled immigration is destroying the foundations of our society,” he added.
Similar data has been produced in countries like Austria and Switzerland. In Switzerland, two-thirds of all prisoners are foreigners. In Austria, this number is 50 percent.

Soil in One in Four US Backyards Contains Lead in Excess of EPA Safe Levels, Could Cost $1.2 Trillion To Remedy
One in four American households have soil in their backyards in excess of EPA safe guidelines, according to a new study. The EPA recently lowered its recommended screening levels for lead in residential soil by half, from 400 to 200 parts per million.
The financial costs of addressing this contamination are potentially vast. Experts believe it could cost between $290 billion and $1.2 trillion. For comparison, that’s more than the 2021 infrastructure bill.
Researchers looked at over 15,000 soil samples collected by regular people in their neighborhoods, and analyzed them for lead concentrations.
Samples from Chicago fared particularly badly, with 53% of household soils exceeding the new 200 parts per million guideline. Indianapolis and Burlington, Vermont also showed very high levels of contamination, with 37% and 24% of samples above the new guideline.
Regional variations may be explained by factors such as industrial history, the age of housing stock and past use of leaded gasoline.
If the cost of systematic remediation is likely to prove prohibitive, the researchers advocate a much simpler method: capping contaminated soil with fresh uncontaminated soil.
“Even the act of covering polluted soil with clean soils will permanently dilute the lead concentration of the total soil profile if soil perturbation occurs,” one of the study authors explains.
“Lead is the most easily solvable problem that we have. We know where it is, and we know how to avoid it. It’s just a matter of taking action.”

Moscow Summons US Ambassador Over Civilian Deaths in Sevastopol Attack
The Russian Foreign Ministry has summoned the US ambassador to Moscow after Ukraine used American-supplied ATACMS missiles in an attack on the Crimean peninsula, resulting in numerous civilian casualties.
In a statement on Monday, the ministry said Ambassador Lynne Tracy had been presented with a demarche in connection with what it called “a new bloody crime of the Kiev regime patronized and armed by Washington,” referring to the Ukrainian shelling of Sevastopol the day before.
According to the Russian Defense Ministry, the Ukrainian attack occurred around noon local time on Sunday, involving five ATACMS missiles armed with cluster munitions, which are outlawed in more than 100 countries. Officials said four rockets had been destroyed in mid-air, while a fifth was damaged by air defenses, veered off course, and detonated over Sevastopol. Local authorities say the strike killed four people, including two children, and injured more than 150.

In conversation with Tracy, Russian officials emphasized that the United States was “waging a hybrid war against Russia,” and had become party to the Ukraine conflict by supplying Kiev with modern weapons, including ATACMS missiles with cluster munitions. The ministry also noted that American military specialists were actively engaged in designing the flight mission for ATACMS, which means they “bear the same responsibility for this atrocity as the Kiev regime.”
The ministry added that Tracy had been told that the US was “encouraging the pro-Nazi Ukrainian authorities to continue hostilities until the ‘last Ukrainian’” by approving strikes deep inside Russian territory. These actions by Washington “will not go unpunished,”Moscow warned.
The US Embassy in Moscow has yet to comment. When asked for its take on the deadly Ukrainian strike, the Pentagon replied that “we have seen the reports and have nothing to say.”
Commenting on potential retaliation on Monday, Kremlin Press Secretary Dmitry Peskov recalled what he described as a “very important” statement by Russian President Vladimir Putin, in which he said Moscow could send its long-range weapons to regions where they could be used to attack countries that provide Ukraine with military support.
